Landlords in England must ensure the electrical installations in their rented properties are inspected and tested by a qualified person at least every five years, or sooner if the previous report specifies an earlier date.
A copy of the report must be provided to an existing tenant within 28 days of the inspection and to a new tenant before they occupy the property. If a valid EICR is already in place, a change of tenant does not automatically mean another inspection is required.
A landlord EICR assesses the condition and safety of the fixed electrical installation within the property. This includes the consumer unit, wiring, socket outlets, lighting circuits, switches, earthing and bonding, RCD or RCBO protection and permanently connected electrical equipment where applicable.
I carry out both visual inspection and electrical testing to identify deterioration, damage, potentially dangerous defects, inadequate earthing or bonding and other issues that could affect electrical safety.
C1 – Danger present
An immediate danger exists and there is a risk of injury. Where possible, the danger may need to be made safe immediately.
C2 – Potentially dangerous
A potentially dangerous condition has been identified. Remedial work is required.
C3 – Improvement recommended
The installation does not necessarily require remedial work for the EICR to be satisfactory, but an improvement is recommended to enhance electrical safety.
FI – Further investigation required
Something has been identified that cannot be fully assessed during the inspection and requires further investigation without delay.
An unsatisfactory EICR does not mean the property needs a completely new electrical installation. It means that defects or safety concerns have been identified that require remedial work or further investigation.
For rented properties, required remedial or investigative work must normally be completed within 28 days, or sooner if the report specifies a shorter period. Once completed, the appropriate electrical certification or written confirmation can be provided to demonstrate that the required work has been carried out.
Landlord EICR prices
Domestic landlord EICRs start from £250 + VAT (£300 including VAT) for the consumer unit and up to 6 circuits.
Additional circuits are charged at £30 + VAT each.
If the size or condition of the installation means additional inspection or testing is required, I will explain this before any additional work is carried out.

How often does a landlord need an EICR?

Do I need a new EICR when the tenant changes?

The time required depends on the size of the property, the number of circuits and the condition and accessibility of the electrical installation. During a recent EICR in Grays, I identified a 230V double socket installed in an unsuitable position within a bathroom. The issue was identified as part of the inspection and the customer was advised on the corrective work required.
This is a good example of why an EICR involves more than simply testing circuits. Visual inspection can reveal alterations, deterioration and potentially unsafe electrical work that may otherwise go unnoticed.
